Compliance Guidelines

Compliance Benchmarks
SA-CMM v1.02 - The Software Engineering Institute (SEI) has developed the Software Acquisition (SA) Capability Maturity Model (CMM) for projects engaged in the acquisition of software-intensive systems. OSI projects are encouraged to incorporate as many of the best practices benchmarks of the SA-CMM as appropriate.

SW-CMM v1.1 – For projects engaged in pure software development, the SEI has the Software Development CMM (SW-CMM). OSI projects are encouraged to incorporate as many of these best practices benchmarks as appropriate into their own internal projects as well as those performed on behalf of the OSI by a contractor. Refer also to Links & Downloads (Industry) for other SEI references.

DOF IT Framework - The Department Of Finance (DOF) has created the Information Technology (IT) Project Oversight Framework that establishes another benchmark for quality by which Independent Project Oversight Consultants (IPOC) are to assess IT projects in California. OSI has also incorporated this framework into all of the applicable OSI policies.

OSI Policies - The Office of Systems Integration (OSI) has institutionalized policies that establish the specific benchmarks for quality that incorporates the SEI, DOF guidance, and OSI best practice into a series of OSI- tailored guidelines. OSI utilizes these policy benchmarks as the overarching standard against which projects are assessed.

Compliance Analyzers
SA-CMM Analyzer (2093v4) – The criteria from the SA-CMM has been migrated into a Microsoft (MS) Excel spreadsheet for assessing projects for software acquisition CMM compliance. Start with the “SA-CMM Statement” tab to view the CMM statement and select a score. Use the “Scoring Report” tab to view the score for each of the Key Process Areas (KPAs) as well as an overall project score.

SW-CMM Analyzer (3065v1) – For projects engaged in pure software development, use this MS Excel spreadsheet to assess project compliance with the software CMM. Start with the “SW-CMM Statement” tab to view the CMM statement and select a score. Use the “Scoring Report” tab to view the score for each of the Key Process Areas (KPAs) as well as an overall project score.
